About a third of Hanover's homes were built in 1939 or earlier. Across York County, fewer than one home in five is that old. In houses that age, mortar joints wear thin and chimney crowns crack. Front steps settle, and sidewalks lift where street tree roots run underneath.
Steven Rigg Masonry serves Hanover as part of a service area about 40 miles around Mechanicsburg. As a masonry contractor in Hanover, we do brick, block, stone and concrete work for homes and small commercial buildings. On the borough's older houses, that includes tuckpointing for worn mortar joints and chimney repair from the roofline up. Call or text (717) 608-2175, and we look at the job and put the quote in writing.

Hanover was laid out in 1763 and became a borough in 1815. Baltimore Street, Carlisle Street, York Street, Broadway and Frederick Street all start at Center Square. The median home in the borough was built in 1956, and more than half went up before 1960.
More than one Hanover home in five is a row home or a twin. Work on a shared wall or chimney can reach the house next door, so plan it with that owner. The borough also maintains 25 miles of paved alleys. Where a lot backs onto one, the alley can be the easier way to reach a back wall.
New building mostly happens outside the borough line. Census permit counts show 10 new housing units in the borough from 2023 through 2025. West Manheim Township, to the south, had 375 in the same years. Our work covers both: repairs on older borough homes and new patios and walls on newer lots.
Hanover's Code Enforcement department handles the state Uniform Construction Code for the borough. Its permitting policy calls for a building permit when work involves a structural change. Under the state code, an ordinary repair needs no building permit. The borough decides each case, and we tell you what to ask.
Site work goes through zoning. The zoning ordinance adopted January 28, 2026 calls for a zoning permit before a new patio or wall. Patios must sit at grade with no roof, and they may come within 1 foot of the property line. The ordinance counts brick and stone patios as impervious surface.
A retaining wall under 4 feet of exposed height needs no structural review. A taller one goes through the borough building permit process, and the borough engineer may ask for a geotechnical report. In a home's front yard, a fence or wall tops out at 4 feet. It must also be at least 60 percent see-through.
The borough issues a sidewalk, curb and apron permit for work in the public right of way. Ask the Planning and Engineering department before the old walk comes out.
The borough's specs call for a 4-inch walk. A home's driveway apron and walk take 6 inches with wire. The walk slopes a quarter inch per foot toward the street, with joints no more than 5 feet apart. The borough asks for 24 hours notice to inspect the forms before the concrete is ordered.
Street trees have a rule of their own. Near a tree in the grass strip, the Shade Tree Commission allows a narrower walk to make room for roots. Where new front steps and walkways meet the public sidewalk, the grade and the joint have to line up.
Soil surveys map the ground at Center Square as urban land, covered by pavement and buildings. Around the square, the survey shows urban land mixed with Conestoga silt loam. Conestoga is a deep, well-drained soil weathered from limestone and schist. The survey rates its frost action as moderate.
A NOAA weather station sits 4 miles southwest of Hanover. Its 1991 to 2020 normals count about 122 nights a year at or below freezing. Only about 19 days a year stay at or below freezing all day. On the other days, water in mortar joints and concrete can freeze at night and thaw by afternoon.
That station averages about 44 inches of precipitation and 28 inches of snow a year. On ground weathered from limestone, where roof and patio water goes matters. A project that affects 500 square feet or more may need a stormwater plan approved by the borough. Footings for steps and walls go below the frost line the borough's code office sets.

Fastest company to get back to me, as well as educate me on the process behind building up a brick step up to the front door. I found that very beneficial, and added a sense of security and i always stand behind anyone who is that confident in their work, as well as going above and beyond!!!
Efficient, quick, and on time, rain played a factor but these guys didn’t let that affect them, stayed on the timeline they gave me and crushed it, the work speaks for itself
Steven got us scheduled very quickly and gave us a quote! He was very honest about the work we needed done and pointed us in the right direction for how it should be done. The finished project looked great! We would definitely recommend Steven and are very happy with his work. Thank you Steven!
