Carlisle was laid out in 1751 as the seat of Cumberland County. Its historic district still holds brick and limestone buildings from the late 1700s to the mid-1900s. Early brick is softer than modern brick, and it was laid in mortar made of sand and lime. Patch those joints with hard modern mortar, and the borough's guide warns the brick can spall and chip away.
Carlisle is part of our service area, and Steven Rigg Masonry works here on homes and small commercial buildings. Our masonry work around Mechanicsburg reaches about 40 miles, and Carlisle sits about 10 road miles west along Trindle Road. We repoint old brick and stone with matched mortar, and we repair and rebuild chimneys and steps. Call or text (717) 608-2175, and we look at the job and put the quote in writing.

The borough created Historic Carlisle by ordinance in 1975, and the district takes in most of the 1751 town plan. Census estimates date about 4 in 10 Carlisle homes to 1939 or earlier. Across Cumberland County, the share is about 15 percent. More than a quarter of the borough's homes are attached, such as rowhouses and twins.
The borough's guide notes a number of surviving limestone and sandstone buildings in town. Local limestone runs from light gray to blue-gray, and soft reddish sandstone trims many older brick buildings. The common old stone wall is 16 inches thick, laid in sand and lime. Lime mortar left those walls somewhat flexible, and gravity holds them together.
Before you hire a masonry contractor in Carlisle for an old house, ask about the mortar. The guide calls for repointing that matches the original color and profile, with less portland cement than modern brick takes. It also calls for a color test first, since mortar changes color as it cures. Matching the mortar is where our tuckpointing on old brick and stone begins.
In the historic district, exterior work you can see from a public way needs a HARB application. HARB, the borough's Historical and Architectural Review Board, reviews the plan and makes a recommendation. Borough Council then grants the Certificate of Appropriateness. The borough's packet says no building permit for that exterior work issues until Council approves.
The borough's guide sets masonry rules for the district. Chimneys stay, even when they no longer work. Spalling stone steps get repaired rather than replaced with wood or concrete. Cleaning starts with low-pressure water and a mild detergent, and historically unpainted masonry stays unpainted.
HARB meets once a month, shortly before Borough Council's monthly meeting, so build that time into your plans. Porch stairs replaced in kind can go on the consent agenda, with no meeting to attend. For a chimney top above the roof, the guide's mortar chart says to err on the weak side. Our chimney repointing and rebuilds keep the chimney in place and match the old mortar.
The federal soil survey maps about 72 percent of the borough as Hagerstown silt loam, formed from hard gray limestone. Nearly a quarter is mapped as rocky ground or rock outcrop. So limestone ledge can turn up when we dig footings or a patio base. Near LeTort Park, along LeTort Spring Run, the survey maps very poorly drained Warners silt loam instead.
On limestone, drainage is part of the masonry plan. The state geological survey says water can flush open the soil-clogged drains in limestone and create a sinkhole. So we look at where your downspouts and patio send their water. FEMA maps a narrow floodplain along LeTort Spring Run, and its Flood Map Service Center checks any address.
NOAA's 1991 to 2020 normals come from a station at the borough's water treatment plant, north of town. They count more than 120 days a year with a low at or below freezing. Only about 20 stay below freezing all day, so a wet joint freezes and thaws over and over. We set new front steps and stoops on footings below the frost line.
Most new houses near Carlisle go up outside the borough line. Census permit counts for 2025 show 93 new single-family homes in North Middleton Township and 90 in Middlesex Township. South Middleton Township, home to Boiling Springs, came in at 44. The borough itself permitted 16 new homes that year.
Each new house still needs front steps and a walk, and many add a patio or a wall. We build brick and stone patios and walks across these townships. Inside the borough, a stormwater fee created in 2018 is set by a property's impervious area. The borough's list of impervious surfaces includes walkways and patio areas, so ask how a new one counts.

Fastest company to get back to me, as well as educate me on the process behind building up a brick step up to the front door. I found that very beneficial, and added a sense of security and i always stand behind anyone who is that confident in their work, as well as going above and beyond!!!
Efficient, quick, and on time, rain played a factor but these guys didn’t let that affect them, stayed on the timeline they gave me and crushed it, the work speaks for itself
Steven got us scheduled very quickly and gave us a quote! He was very honest about the work we needed done and pointed us in the right direction for how it should be done. The finished project looked great! We would definitely recommend Steven and are very happy with his work. Thank you Steven!
